Chapter One: Introduction
1.1 Background of the Study
Land use policies play a critical role in managing urban expansion and ensuring that development occurs in an organized and sustainable manner. In Ilorin West Local Government, Kwara State, rapid urbanization has led to increased pressure on land resources, resulting in challenges such as inadequate infrastructure, housing deficits, and environmental degradation (Adeniyi & Bello, 2023). The local government, under the directives of the state government, has adopted several land use policies aimed at controlling urban sprawl, improving land allocation, and ensuring equitable distribution of land for residential, commercial, and industrial purposes (Tijani & Yusuf, 2023).
Despite the adoption of land use policies, the city of Ilorin has witnessed unplanned urban expansion, with encroachments on agricultural land and poorly regulated informal settlements (Afolabi & Salawu, 2023). The challenges of urban planning in the face of population growth, limited resources, and ineffective enforcement of land use laws have made it difficult to implement policies that guide urban development (Ogunleye & Kadir, 2023). This study aims to assess the impact of land use policies on urban expansion in Ilorin West, analyzing the effectiveness of these policies in managing urban growth and promoting sustainable development.
1.2 Statement of the Problem
The rapid urbanization in Ilorin West Local Government has led to challenges related to unplanned urban expansion, inadequate housing, and environmental degradation. Although land use policies have been introduced to regulate urban growth, their implementation has faced significant barriers, including poor enforcement, lack of coordination between stakeholders, and informal land transactions (Adebayo & Usman, 2023). This study will assess the impact of these land use policies on urban expansion and explore the challenges that hinder their successful implementation in Ilorin West Local Government.
1.3 Objectives of the Study
1. To evaluate the impact of land use policies on urban expansion in Ilorin West Local Government.
2. To identify the challenges affecting the implementation of land use policies in Ilorin West Local Government.
3. To recommend strategies for improving land use policies to effectively manage urban expansion in Ilorin West.
1.4 Research Questions
1. How effective have land use policies been in managing urban expansion in Ilorin West Local Government?
2. What are the key challenges facing the implementation of land use policies in Ilorin West Local Government?
3. What strategies can be adopted to improve land use policies and control urban sprawl in Ilorin West?
1.5 Research Hypothesis
1. Land use policies have a significant impact on managing urban expansion in Ilorin West Local Government.
2. Poor enforcement, informal land transactions, and lack of inter-agency coordination are the main challenges hindering the implementation of land use policies.
3. Strengthening policy enforcement, improving land use planning, and enhancing stakeholder collaboration will improve the management of urban expansion in Ilorin West.
1.6 Significance of the Study
This study is significant because it will provide valuable insights into the effectiveness of land use policies in managing urban expansion in Ilorin West Local Government. The findings will be useful for urban planners, policymakers, and local government officials in designing more effective policies for sustainable urban development. Additionally, the study will contribute to the broader discourse on urban planning and land management in Nigeria.
1.7 Scope and Limitations of the Study
This study will focus on the land use policies implemented in Ilorin West Local Government, Kwara State, and their impact on urban expansion. It will examine both the successes and challenges of these policies. The limitations include challenges in accessing detailed data on policy implementation and the possibility of biased responses from stakeholders.
1.8 Operational Definition of Terms
• Land Use Policies: Government regulations that guide the allocation and use of land for various purposes such as residential, commercial, agricultural, and industrial activities.
• Urban Expansion: The growth of urban areas into previously undeveloped land, resulting in increased population density and demand for services and infrastructure.
• Urban Planning: The process of designing and regulating land use, infrastructure, and services in urban areas to promote efficient and sustainable development.
